Capra, an 18-year-old amateur, is caught between turning professional and going to college. Her surprise run to the third round, in which she lost, 6-0, 6-0, to the 2006 champion, Maria Sharapova,  only confused the issue.		</p>
<p>
Does Capra, ranked No. 371 in the world, listen to those advising her to shed her amateur status, the better to build on the momentum she gained by becoming the lowest-ranked woman in eight years to win her first two Open matches?		</p>
<p>
Or does she heed the advice of her parents and continue on a path to college and a scholarship that could be worth a quarter of a million dollars over four years?		</p>
<p>
After Capra&rsquo;s second-round win over Aravane Reza&iuml;, the 18th seed, her mother, Laurie, received overtures from agents and others offering Capra the world on a platter if she turns pro. Laurie Capra said she phoned her husband, Giovanni, and asked him, &ldquo;What&rsquo;s our stand?&rdquo;		</p>
<p>
Capra has arrived at this crossroads at a time when pro tennis in general is headed down a different path, one longer and more winding than in years past, when teenagers shot to the top. Her mother said, &ldquo;There&rsquo;s an opportunity to do what the guys are doing: go to college, get some experience and then come out and play the tour.&rdquo;		</p>
<p>
The average age of the women occupying the first 10 spots in the world rankings is 26 &mdash; a year older than that of the top 10 men. That represents a generational shift from the late 1990s, when Martina Hingis turned pro at 14 and ascended to No. 1 before her 17th birthday.		</p>
<p>
Bigger, stronger athletes have made the game more physical, placing a premium on the strength that comes with maturity. So although youth is still served by the likes of 20-year-old Caroline Wozniacki, the  top women&rsquo;s seed, there also is room in the top 10 for someone like Francesca Schiavone, the reigning French Open champion, who is having a breakout year at 30.		</p>
<p>
&ldquo;The women&rsquo;s game is shifting,&rdquo; said Laurie Capra, who played at the University of South Florida in the early 1980s. Her professional career was brief because, as she said, &ldquo;In that era, I was old at 21, and getting beat by 16-year-olds every week made me think I needed to get on with my life.&rdquo;		</p>
<p>
Gone are the days when the men&rsquo;s game was the province of prodigies like Pete Sampras and Andre Agassi, whose pro careers precluded their finishing high school. Players like 18-year-old American Ryan Harrison, who turned pro at 15, are garnering fewer headlines than John Isner, who played four years at Georgia and is now in the top 20.		</p>
<p>
Bradley Klahn, the reigning N.C.A.A. men&rsquo;s singles champion from Stanford, is returning for his junior year despite possessing a game that many people say is ready for pro competition.		</p>
<p>
&ldquo;Ultimately, I want to be successful on the professional tour,&rdquo; he said, &ldquo;but I think I can still continue to improve my game and college is a great place to do that. You learn how to play under pressure. Being part of a team, it&rsquo;s like Davis Cup every weekend.&rdquo;		</p>
<p>
Klahn has the blessing of Patrick McEnroe, the longtime United States Davis Cup captain, who has formed a partnership between the United States Tennis Association and college coaches to develop prospective pros.		</p>
<p>
&ldquo;The bottom line is we lost a generation of players the last 10 years that should have gone to college but didn&rsquo;t,&rdquo; said McEnroe, who played at Stanford in the late 1970s.		</p>
<p>
He said this was especially true on the women&rsquo;s side. Laura Granville, a former Stanford player who cracked the top 50 in 2002, was the last American woman to do so after attending college.  Lisa Raymond, who reached No. 1 in doubles in 2000, won the N.C.A.A. singles titles in 1992 and 1993 while playing at Florida and speaks with great fondness about her college experience, which she described as enriching.		</p>
<p>
She added: &ldquo;That said, my opinion on going to college has changed over the last four or five years in the sense that I don&rsquo;t know if there&rsquo;s the same caliber of competition anymore. I would actually advise girls to turn pro at an earlier age because of that, even though from a developmental standpoint, it&rsquo;s probably not the greatest option.&rdquo;		</p>
<p>
It is such an individual decision that even within a family, there can be differences in opinion. Carly Gullickson turned pro at 16. Her younger sister, Chelsey, attended Georgia for two years, winning the N.C.A.A. singles title this year as a sophomore. Carly&rsquo;s attitude was that college would always be there.		</p>
<p>
&ldquo;My attitude,&rdquo; Chelsey said, &ldquo;was that professional tennis would always be there.&rdquo;		</p>
<p>
Before Capra, there was Vania King, who was set on attending Stanford. Then, in 2005, she won three qualifying matches to earn a spot in the main draw of the United States Open, pulled off a first-round upset and felt as if her life changed overnight.		</p>
<p>
King competed in Challenger events as an amateur for the rest of 2005 and turned pro the next summer after a series of solid results. She ended 2006 ranked 50th, then fell to 107 in 2007 and to 129 the year after.		</p>
<p>
&ldquo;For two years, I regretted my decision,&rdquo; said King, a native Californian who has climbed to 74 after changing coasts and coaches.		</p>
<p>
Capra attended McDonogh, a private school in Maryland, through ninth grade when she reluctantly switched to home schooling because tennis was consuming more time. She completed high school and was accepted to Duke. But she said she would  wait at least a year.		</p>
<p>
&ldquo;I&rsquo;d like to improve my professional ranking a little bit,&rdquo;  said Capra, who emerged from a wild-card playoff last month in Florida to secure her first appearance in the main draw of a Grand Slam event, then became the youngest woman to advance to the Open&rsquo;s third round.		</p>
<p>
At a March tournament in Key Biscayne, Fla., Capra attended a financial-planning session organized by the WTA Tour featuring former players whose rankings had been closer to 100 than 1. After listening to them talk about the financial volubility of life on the spotlight&rsquo;s periphery, Capra told her mother, &ldquo;I want you to call a couple of colleges.&rdquo;		</p>
<p>
When Laurie Capra talked to her husband on Thursday, he told her nothing had changed even if it seemed as if everything had: college remains the priority.		</p>
<p>
&ldquo;It&rsquo;s difficult because you have the money dangling in front of you,&rdquo; she said.		</p>
<p>
And her inference was clear. In the glare of all that gold, the value of an education can get lost.		</p>

 2008 Boston Bruins first-round pick Joe Colborne played a lot of hockey in 2010.
</p>
<p>After the Calgary native notched 41 points in 39 games for University of Denver in his sophomore season, Colborne signed with the Bruins and made his professional debut for the AHLs Providence Bruins shortly thereafter.</p>
<p>The 20-year-old played six games for Providence in 2010, notching two points in six games while getting his first taste of pro hockey.</p>
<p> The couple weeks I spent there really just made you even more thirsty to keep going, Colborne said of his time in Providence. </p>

<p>When Richmond Councilman Jim Rogers asks for a contribution, he sends along a list of his six &#8212; soon to be seven &#8212; campaign accounts.</p>
<p>The oldest committee dates back nearly 20 years to his 1991 City Council race, and the others cover his 1994 county supervisor, 1996 Assembly and three subsequent Richmond council elections. He will open a seventh for his Nov. 2 re-election bid.</p>
<p>Its legal. But is it wrong?</p>
<p>Rogers is among a handful of California candidates who engage in serial campaign accounting.</p>
<p>Campaign finance law permits candidates to keep accounts open for donations as long as the committee owes money.</p>
<p>Rogers owes plenty. He reported combined debts of $194,739 as of June 30.</p>
<p>But his unpaid bills are not to mailhouses.</p>
<p>Its the balance he owes on personal loans he and his mother, Jane, have made to his campaigns.</p>
<p>In the past five to seven years, depending on the committee, Rogers has collected a combined $157,600 in contributions and repaid himself and his mother $145,978.</p>
<p>In other words, money he collects from contributors goes into his familys pocket.</p>
<p>For example, the Dutra Group of San Rafael, a dredging and marine construction firm, contributed $2,500 each April 17 to Rogers 1991 and 1994 committees. Rogers paid himself most of that money.</p>
<p>On Feb. 26, Winehaven Partners, a developer in the proposed Indian casino at Point Molate, contributed $1,675</p>
<p>to Rogers 1996 committee. Rogers repaid his mother $2,500 in the same period.</p>
<p>The state Fair Political Practices Commission could order Rogers to close the accounts on grounds that he has failed to make sufficient progress in repaying his loans.</p>
<p>But the law does not distinguish between family loans and other debts. As a result, the commission has been reluctant to impose rules that must apply equally to vendor debts.</p>
<p>In the event the commission orders an account closed and prohibits the collection of contributions intended to pay a nonfamily vendor, for example, the debtor could later write it off and the public would never know about what amounts to a contribution. Serial accounts pose several dilemmas.</p>
<p>They allow Rogers to collect from a single donor the legal maximum for each committee, based on the limits at the time it was created, thereby multiplying the total amount from each contributor and circumventing current donation limits.</p>
<p>Winehaven, for example, in February 2009 contributed a total of $5,000 split among three of Rogers accounts, from 1991, 1994 and 1996.</p>
<p>If none of these accounts existed other than his 2010 re-election account, Rogers could accept no more than $2,500 from Winehaven under Richmonds current contribution limit. With the accounts, Rogers may accept from Winehaven the maximum allowed for each of the six committees plus another $2,500 for his new account.</p>
<p>Rogers nine council opponents lack the same access to multiple sources of campaign cash. Developers behind the Point Molate Indian casino, such as Winehaven, Levin Corp. and Upstream, have contributed a combined $16,175 to Rogers six committees since 2007.</p>
<p>That said, there is no evidence that casinos or other interests have unduly influenced Rogers, an often unpredictable councilman who revels in being the swing vote.</p>
<p>The City Council has placed an urban gaming advisory vote on the Nov. 2 ballot. Rogers opposes it and says it should be a binding measure for a definitive project that spells out the trade-offs involved.</p>
<p>For his part, Rogers says he dislikes raising money and would prefer a fully publicly funded campaign finance system.</p>
<p>But Rogers admits to engaging in a strategy under which he and his mother financed his campaigns and then relied on his incumbency to pay back the loans long after the elections.</p>
<p>Historically, when I have been the incumbent, I received contributions and when I havent, I have gotten very little, Rogers said. As a result, I have a number of committees with outstanding debts. &#8230; It is unfortunate that money plays a role, but it does.</p>
<p>Rogers is correct.</p>
<p>It takes money to win elections. Every candidate who accepts contributions must cope with the appearance of influence. And consultants have crafted many clever methods under which they collect and move cash.</p>
<p>But carrying campaign debt on six committees and leveraging your incumbency to hit up donors to repay 19-year-old loans to yourself is wrong.</p>
<p>If Rogers wants to do the right thing, he will repay his mother. Thats only right.</p>
<p>He should forgive the loans to himself and close down the old accounts.</p>
<p>Rogers also needs to clean up his act, as this newspaper reported years ago.</p>
<p>His campaign disclosure forms continue to contain numerous errors and omissions. He appears to overstate or understate his debts in half of his six committees.</p>
<p>But it is difficult to tell. First-graders have better handwriting. The state ordered him in 2008 to use a typewriter. He briefly complied but not for long and not for his city reports.</p>
<p>Worse yet, he uses White Out to update reports, which produces almost illegible documents the Richmond city clerk says appear covered in snow. His unwillingness to submit legible and accurate reports shows a lack of respect for voters.</p>
<p>Rogers is known as a man who marches to the beat of his own drum. But he is way out of step on this one.</p>

<p>AND FINALLY: Jim Kellogg, veteran labor voice and chairman of the California Fish and Game Commission, will be honored as Contra Costa Countys Labor Leader of the Year.</p>
<p>But what folks may not know is that Kellogg must retire next year after more than three decades as the international representative for the United Association, a plumber and pipe fitter union.</p>
<p>Its rules say once you turn 65, you are out and efforts to overturn the outdated age limit have failed.</p>
<p>Some people at age 65 are old and worn-out, and others are not ready to go, Kellogg said.</p>
<p>Kellogg is among the latter. Seriously, has the union seen this guy?</p>
<p>He outhunts and outfishes people half his age.</p>
<p>He still chases Alaska grizzlies on an empty stomach. Or do the bears chase him? Either way, he is still running.</p>

<p>I currently own two houses &#8212; one is self-occupied and the other one leased out. The latter is an independent house developed by a reputed builder and has appreciated significantly in the last one year&#8230;Its now valued at R3 crore and gives me a monthly rental income of R28,000. The property has an ongoing loan of about </P></p>
<p>R24 lakh. Should I sell off the house and invest the sale proceeds in other investment avenues (assured-rent office space, plot, equity funds) or stay invested? </P></p>
<p>Halan: In terms of net worth its looking very good, but it needs a little bit of restructuring. The yield is very low at 1.12% , If you were to sell this house and put the money in a fixed deposit, you will do significantly better without worrying about maintenance so you should actually sell this property and pay off the loans on both your houses.</P></p>
<p>Natarajan: Absolutely. And I do suggest that you do look at another property, a flat maybe (for R1 crore)&#8230;which will give you a much better rental yield&#8230;if the rental yield is close to your savings account rate of about 3-4%, thats a good investment because you will also see capital appreciation on your property. Take the remaining R2 crore, pay off the loans that you need to and then whatever amount you have remaining, stagger it out in equity mutual funds.</P></p>
<p>Halan: There is a product called systematic transfer plan. You hit a liquid fund with that R1 crore, then you give instructions to transfer that money periodically to an equity fund, a mid-cap fund or a large-cap fund.</P></p>
<p>Venkatraman, 31, IT professional from Chennai, single:</P></p>
<p>I earn R47,000 as salary and am repaying these loans: 1) Citibank personal loan R5,948 (per month, 2 years left), HDFC Bank personal loan R9,653 (3.5 years left), SBI car loan R7,824 (3.5 years left). LIC Housing Finance mortgage loan R9,511 (17.5 years left). I dont have any personal medical insurance. I am in a dilemma whether to do a debt consolidation and then start investing. </P></p>
<p>Natarajan: Venkat, loans are eating up 70% of your income. Anything above 50% is really dangerous. You will have to figure out how to start repaying it very quickly. You told us in the email that you took this loan for your sisters marriage. Well, what can we say, sometimes these things happen and loans become unavoidable. But with the income that you are earning, unless you are supporting other people in the family, there must be at least a little bit of room for savings. </P></p>
<p>Venkatraman: Yes, I am supporting my parents.</P></p>
<p>Natarajan: There are no easy answers really and I would say for at least the next one year forget everything. Even small things like eating out and movies have to stop. A car loan could have been avoided, but there is nothing you can do about it right now. You will get some bonuses, some lump sums from your job. Use every opportunity to repay your loans. You just have to get loan-free and think of it as a crusade or as a mission. First, just pay back your personal loans which are expensive. There is no point in thinking about savings and investing that money, before you are done with your loans. We do think that you should take medical insurance. Life insurance can wait till you get married.</P></p>

<p>Home and car loan borrowers will finally feel the impact of rising interest rates. The countrys largest mortgage lender Housing Development Finance Corporation said Tuesday it will raise interest rates on home loans by 50 basis points to 14.25%, effective today.</p>
<p>Other banks, too, are likely to raise rates, following market leaders such as ICICI Bank, India&#8217;s largest private sector lender, which recently raised its prime lending rate by 50 basis points to 16.25% and the State Bank of India, the country&#8217;s largest lender, which upped its rate by 50 basis points to 12.25%. The prime lending rate, used for pegging retail loans like car and home lending, is substantially higher than banks&#8217; new base rates announced in July, which are in the 7.5%-8% range.</p>
<p>The higher rates will help ease the pressure on net interest margins, which is being reflected in the strong bank stocks on Wednesday, said analysts.</p>
<p>By afternoon most bank stocks on the Bombay Stock Exchange were trading higher, with the exchange&#8217;s banking index, the Bankex, up 1% at 12317.1 points. Shares of ICICI Bank were trading 1.9% higher at 996 rupees ($21.30), HDFC Bank stock was up 0.5% to 2142.45 rupees ($45.73), while State Bank of India stock was up 0.2% to 2,769 rupees ($59.13).</p>
<p>Higher interest rates could however affect the larger economy, which posted 8.8% growth for the first quarter of the current financial year, and slow the red hot growth in home and car loans, with car sales growing almost 40% in July over a year earlier. Interest rates are expected to rise further as the central bank, the Reserve Bank of India, ups policy rates to battle inflation, with headline inflation stuck at a lofty 10% in spite of rate increases four times since March 2010.</p>
<p>In a report released today, Australia-based brokerage Macquarie turned cautious about the banking sector, saying future loan growth could disappoint.</p>
<p>&#8220;We believe credit growth for FY11 could end up being 300-400 bps (basis points) lower than banks&#8217; expectations of 22%+,&#8221; the house said.</p>
<p>And any move to push credit growth &#8220;would come at the expense of margins as banks would try offering unreasonable interest rates on deposits to push the deposit growth beyond 20% (currently at about 14% on year),&#8221;  says Macquarie.</p>

			<content:encoded><![CDATA[<p>FRANKFORT, Ky. &#8212; 			The Franklin County Humane Society shelter manager has resigned following criticism after she misidentified someones pet dog as a coyote and had it removed.</p>
<p>Lori Goodlett told The State Journal her pet of 11 years, an American Kennel Club-registered Sheba Inu named Copper, disappeared from her fenced back yard on July 3.</p>
<p>Police found the dog and took it to the shelter, but Regina McDaniel thought it was a coyote and made police come back for it. The department turned the animal loose behind a home improvement store after consulting with a wildlife expert. The dog is still missing.		 </p>

I do not know if Chris Jerichos promise to retire if he does not win the WWE Title is legitimate. However, I do know that Jerichos retirement is not too far away. He will turn 40 in November. We seem to forget that guys like Ric Flair, Kevin Nash, and Sting are the exception and not the rule. Chris Jericho will retire soon and it will be a tough pill to swallow.</p>
<p>Y2J is a beloved figure to the Internet Wrestling Community. I cant think of many wrestlers who earn near unanimous praise from such a large group. There are plenty of reasons why hes on everyones top ten lists.</p>
<p>Chris is not the poster boy for the WWE.</p>
<p>Chris merchandise is not exclusively worn by people under the age of ten.</p>
<p>Chris is not married or related to anyone with the last name McMahon.</p>
<p>Chris puts over young talent.</p>
<p>Chris legitimizes belts just by slinging them over his shoulder.</p>
<p>Chris wrestled stars like The Rock and Stone Cold in their primes and hasnt moved on to a film career.</p>
</p>
<p>Whether its Ricky Steamboat, Shawn Michaels, or even Goldust, Chris Jericho brings out the best in everyone he works with. </p>
<p>Chris Jericho is one of the few main event talents to wrestle on WWE Superstars more than once. Jericho regularly participates in programs that become feud of the year candidates.</p>
<p>Remember the Raw Guest Hosts? How many of them were saved because Y2J had to come over from Smackdown just to put them over? Chris even managed to make that segment with Al Sharpton interesting.</p>
<p>This is why Chris Jericho is so beloved. He does what the company needs him to do. Im not a John Cena hater but I think he could retain his status even if he took a few jobs here and there. It would make his matches more interesting.</p>
<p>We were sad to see Shawn Michaels go. With all due respect to Mr. Wrestlemania, I think Y2J is much more important to the company that HBK was for most of the new millennium.</p>
<p>They call John Cena superman. While that may be true in the ring, Jericho is the real superman. In a year hes held the Intercontinental title, saved the tag division, and then retained the World Heavyweight Championship at Wrestlemania. Can John Cenas mediocre movies and Gilette commercials hold a candle to that?</p>
<p>Jerichos retirement will not leave people in tears the way Ric Flair or Shawn Michaels did. But his retirement will hurt the company more than those twos put together.</p>
<p>It might even break the walls.</p>
